Where the 3.6 comes from
An hour is 3600 seconds and a kilometer is 1000 meters. Going 1 meter every second covers 3600 meters, or 3.6 kilometers, in an hour — so 1 m/s is exactly 3.6 km/h, and multiplying by 3.6 is exact.
Weather services in much of Europe report wind in m/s. 10 m/s is 36 km/h, a fresh breeze; 20 m/s is 72 km/h, a gale that snaps twigs off trees.
Physics and engineering work in m/s because it is the SI unit. A sprinter at 10 m/s is doing 36 km/h, and sound in air at about 20 °C travels roughly 343 m/s, about 1235 km/h.
m/s is sometimes written mps or m·s⁻¹. All three mean the same thing, and none of them is "meters per second squared", which is an acceleration.
